Classification of General-Purpose AI Models as General-Purpose AI Models with Systemic Risk
A general-purpose AI model is classified as having systemic risk if it has 'high-impact capabilities' — presumed where the cumulative training compute exceeds 10²⁵ floating-point operations — or by Commission decision based on Annex XIII criteria.

Procedure
Providers that meet the systemic-risk presumption must notify the Commission within two weeks. Providers may rebut the presumption with arguments and evidence. Conversely, the Commission may designate a model as systemic on its own initiative.

Obligations for Providers of General-Purpose AI Models
All GPAI providers must: draw up and keep up to date technical documentation (Annex XI), make information and documentation available to downstream providers integrating the model (Annex XII), put in place a policy to comply with EU copyright law (incl. respecting opt-outs from text and data mining), and publish a sufficiently detailed summary of the training data using the AI Office template.

Authorised Representatives of Providers of General-Purpose AI Models
Non-EU GPAI providers must appoint, by written mandate, an authorised representative established in the Union before placing a GPAI model on the market.
