Transitional provisions: high-risk AI systems already on the market on 2 August 2026 must comply only when subject to a substantial design change after that date — except large-scale IT systems in Annex X, which must comply by 31 December 2030. GPAI models on the market before 2 August 2025 must comply with Chapter V by 2 August 2027.

Evaluation and Review
The Commission must, by 2 August 2028 and every four years thereafter, evaluate and report on the application of the Act, including the need to amend Annex III and the prohibitions in Article 5.

Entry into Force and Application
The Regulation entered into force on 1 August 2024 and applies in stages: prohibitions and AI literacy from 2 February 2025; Chapter V (GPAI), governance, penalties (excluding Art 101 in some cases) from 2 August 2025; the bulk of obligations from 2 August 2026; Article 6(1) high-risk systems under Annex I product legislation from 2 August 2027.
